joleblog
joleblog is a simple flat-file based blogging system designed to be powerful, quick, and simple. To be honest, I can’t whole-heartedly recommend it for production use, it’s mostly been an experiment in php development, but if you want to try it and hack away at it, by all means try it out.

The current version is not fully functional, and probably requires a bit of tweaking to get it started, but if you want to jump in, check out the Google Code page.
